The Cabinet intends to change the budget rule due to declining oil and gas revenues

The government, in light of declining oil and gas revenue (NGR) from the federal budget, plans to adjust the budgetary rule by lowering the baseline oil price established within it – commonly referred to as the cutoff price. This was stated by Finance Minister Anton Siluanov during a press conference on February 25 in the State Duma.
He emphasized that the proportion of oil and gas revenues in the structure of the federal budget is decreasing. Consequently, the government is considering tightening the budgetary rule "in terms of lowering the baseline price" to preserve the National Wealth Fund (NWF) resources and alleviate pressure on the currency market.
